The Department of Tourism, Government of Goa, outlined the following details surrounding the demolition action carried out yesterday at Vagator concerning a structure operating under the name “Romeo Lane.”
The said structure was unauthorised and had encroached on an area within the jurisdiction of the Department of Tourism. Upon verification, the encroached portion was found to be illegal and in violation of the applicable regulations, following which demolition action was carried out as per law.
Repeat Violation and Reconstruction of Illegal Structure
The Tourism Department added that the same structure had been demolished in 2024 for similar violations. Despite the earlier enforcement action, the unauthorised portion was reconstructed without approval, necessitating fresh action by the Department.
Department’s Regulatory Role
The Department further placed on record that it functions as the registering authority for private shacks and is not the licensing authority.
While the Vagator structure falls within the Department’s jurisdiction due to its location on the beach, the establishment known as “Birch by Romeo Lane” at Arpora, where the fire incident happened, is outside the ambit of Tourism Department regulation.
Statement from the Minister for Tourism
Minister for Tourism, Rohan A. Khaunte stated, “The Department of Tourism has a clear mandate in areas that fall within its jurisdiction. Enforcement actions such as this are part of our ongoing drives against illegal structures, unauthorized activities, touts, and other practices that damage Goa’s tourism credibility. These are ongoing routine governance measures aimed at ensuring that tourism operates in an orderly, lawful, and responsible manner.”

Director of Tourism, Kedar Naik, stated that the Department’s action was taken in full compliance with the legal framework. He added that despite prior enforcement, the structure was rebuilt without authorization, leaving the Department with no alternative but to act in accordance with established procedures.
